Updated 18 October 2026. Covers Meta's current per-message rates, the service message charges that started on 1 October 2026, and a worked monthly bill.
WhatsApp Business API pricing is per message. As of 18 October 2026, Meta charges each time a message from your business is delivered, at a rate set by the message category (marketing, utility, authentication or service) and the recipient's country code. Messages customers send you are free. Since 1 October 2026, each business phone number gets its first 1,000 service messages a month free, and later service replies cost the market's utility rate.
In North America (US and Canada), a marketing message costs $0.025 and a utility, authentication or service message $0.0034, before any Business Solution Provider (BSP) fees. Across the markets below, rates run from $0.0014 (utility in India) to $0.1597 (marketing in the Netherlands). Meta publishes rate cards in 16 billing currencies and may change rates only on 1 January, 1 April, 1 July and 1 October, with at least one month's notice. How WhatsApp Business API pricing works
Four rules decide every charge:
- You pay per delivered message. Meta charges when a message is delivered, not when it is sent.
- The category sets the price. Templates are marketing, utility or authentication. Free-form replies inside the 24-hour customer service window are service messages. Meta Business Agent messages are a separate category, billed per token.
- The recipient's country code sets the market. A message to a +44 number is billed at UK rates.
- One message, one charge. Each message has one category and is charged once.
Marketing, utility and authentication templates
Templates are pre-approved messages, and they are the only messages you can send outside the 24-hour window. Marketing covers offers, announcements and re-engagement. Utility covers updates tied to something the customer did, such as an order or a booking. Authentication is for one-time passcodes. Meta's guidelines treat a template that mixes an order update with a promotion as marketing, so keep utility templates purely transactional. The gap is large: in the UK, $0.0635 against $0.0220 as of 18 October 2026.
Service messages and the 1,000 free each month
Service messages are your free-form replies (text, images, buttons, lists) inside the 24-hour customer service window, which opens and resets each time the customer messages you. Meta stopped charging for them in November 2024 and started again on 1 October 2026. According to WhatsApp's FAQ, the first 1,000 service messages per business phone number each month are free, and Meta charges from the 1,001st at published rates. Meta's developer documentation says service rates match each market's utility and authentication rate, with no volume tiers. Also since 1 October 2026, utility templates sent inside an open window are charged; they had been free since July 2025.
Some older parts of Meta's pricing pages still call service replies free, so confirm with your own data: status webhooks mark each message as billable or not, and pricing analytics show the totals.
Meta Business Agent messages
Since 1 August 2026, replies written by Meta's own Business Agent are billed per token at one global rate of $2.00 per million tokens, covering both the AI and the delivery. Meta estimates a typical message at 20,000 to 25,000 tokens, or about 4 to 5 cents. Replies from your own or a third-party AI are service messages instead: you pay Meta's service rate plus your AI provider. Meta bills Business Agent usage to you directly, even if you use a BSP.
What is free on the WhatsApp Business Platform
- Messages customers send to you.
- The first 1,000 service messages per business phone number each month.
- Free entry point windows: a customer who messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button (Android or iOS) opens one if you reply within 24 hours. All messages for the next 72 hours are then free, templates included, though Meta Business Agent tokens are still charged.
- Platform access: WhatsApp's FAQ says there is no extra fee to access the platform directly. Partners may charge for their own services.
Volume tiers for utility and authentication
Utility and authentication rates fall as monthly volume grows. Meta counts charged messages per market and category across every WhatsApp Business account in your business portfolio, resets the count on the 1st of each month, and applies each tier's rate only to the messages inside that tier. Free messages do not count, and marketing and service messages have no tiers. North America utility tiers, as shown on WhatsApp's pricing page on 18 October 2026:
| Utility messages per month | Rate (USD) |
|---|---|
| 0 to 80,000 | $0.0034 |
| 80,001 to 750,000 | $0.0032 |
| 750,001 to 2,250,000 | $0.0031 |
| 2,250,001 to 3,000,000 | $0.0029 |
| 3,000,001 to 6,000,000 | $0.0027 |
| Over 6,000,000 | $0.0026 |
What changed recently in WhatsApp API pricing
- 1 July 2025: per-message pricing replaced conversation-based pricing; volume tiers arrived for utility and authentication.
- 1 January 2026: higher marketing rate in India, lower marketing rates in France and Egypt, lower utility and authentication rates in North America.
- 1 April 2026: higher marketing rate in Saudi Arabia, higher utility and authentication rates in Pakistan, lower ones in Turkey.
- 1 July 2026: higher marketing rates in Italy, Spain and the UK. Hong Kong, Hungary, Poland, Qatar, Romania and Singapore left regional pricing for their own rates.
- 1 August 2026: Meta Business Agent messages became chargeable, per token.
- 1 October 2026: service messages and in-window utility templates became chargeable. Bangladesh, Iraq, Nepal and Sri Lanka got lower utility and authentication rates; Kazakhstan, Kuwait, Morocco, Oman and Ukraine got higher ones. A max price option for marketing messages entered open beta.
Next on Meta's calendar: eligible Indian businesses must move all accounts to INR billing by 31 December 2026. Meta also says max price will become required on its Marketing Messages API in eligible countries from general availability in Q2 2027.
How to estimate your monthly WhatsApp API bill
Use this formula for each market, then add the markets together:
Meta fees = marketing messages x marketing rate
+ utility messages x utility rate (after tiers)
+ authentication messages x authentication rate
+ (service messages - 1,000 per phone number) x service rate
+ Business Agent tokens x $2.00 per million
Messages inside a free entry point window: $0 (Business Agent tokens still count)
Total monthly cost = Meta fees + BSP fees + AI model costs + hosting
Worked example (hypothetical): a US online store with one WhatsApp number, all customers in North America, rates as of 18 October 2026, and no free entry point traffic.
| Line | Messages per month | Rate | Cost |
|---|---|---|---|
| Bot and agent replies (service) | 10,000, of which 1,000 free | $0.0034 | $30.60 |
| Order and delivery updates (utility) | 3,000 | $0.0034 | $10.20 |
| Login codes (authentication) | 1,000 | $0.0034 | $3.40 |
| Two promotions to 2,000 opted-in customers (marketing) | 4,000 | $0.0250 | $100.00 |
| Meta fees | 18,000 delivered | $144.20 |
Marketing is 22 percent of the messages but 69 percent of the bill. The same volumes cost $540.00 in Meta fees in the UK, $1,261.00 in Germany and $65.40 in India, so the recipient's country matters more than almost anything else.
BSP fees vs Meta fees
You can use Meta's Cloud API directly or go through a Business Solution Provider. If you use a BSP, Meta bills the BSP for your usage and the BSP bills you, usually with its own fees on top. Two examples from provider pricing pages:
- Per-message fee: Twilio lists $0.005 per WhatsApp message, inbound or outbound, plus Meta's fees passed through, and $0.001 per failed message. Its page says pricing is current as of September 2026.
- Plans plus a rate card: WATI sells monthly plans with a set number of users and says message usage is charged from its own rate card.
In the worked example, a $0.005 fee on 18,000 outbound and about 10,000 inbound messages adds $140 a month, about as much as Meta's fees. Before you sign, ask each BSP what it charges for inbound messages, failed messages, each template category and service replies, and whether it adds a margin to Meta's rates.
How to cut WhatsApp API costs
- Send fewer, fuller replies. Every delivered service message counts after the first 1,000, so one complete answer beats three short ones.
- Keep utility templates transactional. Adding a promotion makes them marketing.
- Use free entry points if you advertise. Click to WhatsApp ads and Facebook Page buttons open 72 free hours.
- Keep your accounts in one business portfolio. Volume tiers count across every account in it.
- Send marketing to engaged, opted-in segments only. It is the most expensive category.
- Compare BSP fees on your real message mix, including inbound and failed messages.
- Review pricing analytics monthly and set an alert for spikes in any category.
What this means for a WhatsApp chatbot budget
A WhatsApp chatbot has four running costs: Meta's message fees, BSP fees if you use one, the AI model and hosting. Since 1 October 2026, a busy bot pays for its replies, so budget by reply count, not conversation count.
A bot that writes its own replies also pays its model provider per token. As an illustration at Anthropic's list prices as of 18 October 2026, 10,000 replies of about 4,000 input and 300 output tokens each cost about $5.50 on Claude Haiku 5.5 or $110 on Claude Sonnet 5.5. At Meta's estimate of 4 to 5 cents per message, Meta Business Agent would cost $400 to $500 for the same replies, delivery included. See our comparison of low-cost models for chatbots and the LLM API cost guide.
One rule to know: Meta's terms limit general-purpose AI assistants, and a separate policy charges such "AI Providers" for non-template messages in some countries. A bot that supports your own customers is not in that group. The build is a one-time cost, typically $1,500 to $10,000 with us on a fixed quote; our AI chatbot cost guide breaks it down, and our AI customer support guide covers handoffs.

WhatsApp Business API pricing FAQ
How much does the WhatsApp Business API cost per message?
It depends on the category and the recipient's country. As of 18 October 2026, North America costs $0.025 per marketing message and $0.0034 per utility, authentication or service message. The UK costs $0.0635 and $0.0220, and India $0.0118 and $0.0014. BSP fees, if you use a provider, come on top of Meta's rates.
Is the WhatsApp Business API free?
Partly. Meta charges no fee to access the platform directly, and messages from customers are free. The first 1,000 service messages per business phone number each month are free, and so is everything sent in the 72 hours after a customer arrives from a Click to WhatsApp ad or a Facebook Page button. Everything else your business sends is charged per delivered message.
Are chatbot replies free inside the 24-hour window?
Not any more. Since 1 October 2026, free-form replies inside the customer service window count as service messages and are charged at the market's utility rate after the first 1,000 per business phone number each month. Utility templates sent inside the window are also charged now. Replies inside a free entry point window remain free, except Meta Business Agent tokens.
What is the difference between Meta fees and BSP fees?
Meta fees are the per-message charges on Meta's rate card, the same for every business in a given market. BSP fees are what a Business Solution Provider adds for its software and support, such as a per-message fee, a monthly plan or seats. When you use a BSP, Meta bills the provider and the provider bills you, so ask for both parts itemized.
Do volume tiers apply to marketing messages?
No. Volume tiers apply only to utility and authentication messages, per market, counted across all WhatsApp Business accounts in your business portfolio and reset each month. Marketing and service messages are charged at the list rate. For marketing, Meta is testing a max price option on its Marketing Messages API, which entered open beta in October 2026.
How do I check what WhatsApp is charging me?
Use the pricing analytics in your WhatsApp Business account, which break down delivered messages and cost by category and country. Message status webhooks also carry a pricing object that marks each message as billable or free, with its category. Compare both with your BSP invoice each month, especially after a pricing change.
